As the United States and India work towards finalizing a new trade agreement, U.S. Secretary of State Marco Rubio has initiated discussions with India’s Reliance Industries to increase its involvement in Venezuelan oil production and refining. Speaking in Mumbai, Rubio emphasized the strategic importance of engaging Reliance, which manages the Jamnagar refining complex in Gujarat, to process more Venezuelan crude oil and explore opportunities for oil production in Venezuela.
Reliance Industries operates two refineries at Jamnagar with a combined capacity of approximately 1.4 million barrels of crude oil per day. Although the company imports Venezuelan crude, it currently does not engage in oil production within the South American nation. The discussions aim to identify potential obstacles and opportunities for Reliance to enhance its participation in Venezuela’s oil sector.
Rubio’s visit to India also coincides with broader negotiations aimed at improving U.S.-India trade relations. Recently, the U.S. administration waived potential additional tariffs on India’s purchases of Russian crude oil, a decision intended to facilitate progress in trade talks. This move has faced criticism from some U.S. lawmakers, who argue for stronger economic measures against Russia due to its ongoing conflict in Ukraine.
During his trip, Rubio is scheduled to meet with senior Indian government officials, including External Affairs Minister S. Jaishankar, as well as business leaders such as Reliance Industries chairman Mukesh Ambani. These engagements are part of a larger effort by Washington to strengthen commercial ties with India while exploring energy cooperation opportunities.
India’s reliance on imported crude oil, which constitutes over 85% of its requirements, underscores the importance of securing diverse and reliable energy sources for its growing economy. Expanding its purchase of Venezuelan crude could provide Indian refiners with additional supply options, while Reliance’s potential investments in Venezuelan production represent a chance for enhanced bilateral energy collaboration.
The ongoing talks reflect Washington’s strategic efforts to fortify its economic connections with India and explore avenues for U.S. companies and international partners in Venezuela’s energy sector. As these discussions progress, they may pave the way for significant developments in both trade and energy cooperation between the U.S. and India.
